Wait, are we talking about classic Who or new Who. If we’re talking reruns of the old stuff and it’s not Jon Pertwee or Tom Baker, then someone needs to call whatever DHHS/ASPCA hybrid exists in this universe and report Stephen’s dad for negligence.
New Who didn’t come around until 2005. This strip was made in 2001. Does that help?
Actually, even if it were New Who, Stephen’s dad still needs to be reported. One does not simply forget one’s CHILD exists just because one is really invested in a show.
