It’s all the rage these days to celebrate a “graduation” whenever a student moves from one school level to another. The principal at one of our local middle schools strictly says it is a “promotion” rather than graduation, in that you can only graduate twice, once from high-school, and once from college.
Now that I think about it, I have to agree with Ozymandias on this one.

We had a graduation ceremony, complete with diplomas, when I passed the sixth grade, and was through with elementary school. June, 1967.
Graduating elementary school has been around a long time.
