Nothing, it’s just that the cartoonist has a shaving fetish.
If you were confused as to how the title relates to the content of the strip, it probably has something to do with the fact that rats naturally have no fur on their tails.
Or that 2008 was the year of the Rat in Chinese astrology (although not until February, so this was a little early).
Or that Millie is being a bit of a rat, in the colloquial sense.

It’s her “hat”…the characteristic which makes her funny.
